i would agree. tho, it seems to be the interface that a lot of web-based/print-on-demand journals are using, at least in the poetry world.

They do it as a stop-gap to justify the continued existence of the paper journal. It does let them showcase all the work that goes into designing and producing the hardcopy, but in the process it severely undermines the usability and value of the journal online.
I imagine some editors would reply but there’s no money in online publishing! Alas, there’s no money in publishing on paper, either.
